Strategic review of the National Sports Centres

Our team was appointed by Sport England to carry out a detailed strategic review of the National Sports Centres (at Lilleshall, Bisham Abbey, EIS Sheffield and Plas y Brenin) and business case for the procurement of alternative management arrangements for the sites.  The strategic review and business case work included an analysis of the existing facility provision, potential management vehicles, future partnership arrangements, future development options, funding structures and commercial opportunities.


This was followed by a procurement process (using the OJEU competitive dialogue route) to select preferred partner(s) for future delivery of the National Sports Centres, with conclusions from the strategic review and business case work and feedback from the market being used to inform the procurement process. The outcomes of this process are now in place from 1st April 2011 with different delivery routes progressed across the different sites; a DBOM contract in place including significant capital investment, transfer to a Trust and a 15 year management contract.


This project illustrates both our knowledge of the delivery options available and their impact on future facility provision, and also highlights our position as leading advisors in the leisure sector on management and procurement. Indeed, the Outline Business case and Full Business Case were both approved by DCMS Investment Committee.
