Business case for a number of new build options

The Council engaged FMG to prepare a business case for a number of new build options to replace an existing leisure centre with a 50m pool, gym and eight court sports hall. FMG considered the level of demand for facilities and the market gaps, and working with the Council and their architects, developed a facility mix for a number of different options. The facility mix included the relocation of some existing facilities to other parts of the district.


These options were modelled to include the capital costs, lifecycle costs, marginal revenue income and costs for each option, and these were evaluated alongside the NPV and affordability of each option. The scheme is currently being delivered by Mace Project Management and is expected to be open in 2015 to include a new 50m pool, 12 court sports hall and large fitness suite.
