An operational review of its leisure facilities

Members of our team were appointed by the Council to undertake an operational review of its leisure facilities to improve the net operational cost and improve service delivery. It also included an operational review of its theatres and cultural facilities.


The key areas reviewed on the leisure side included Health and Fitness, Membership, Staffing, Marketing, Retail/Secondary spend and dryside and outdoor programming. Clear opportunities for increasing income through increasing the commercial focus on health and fitness, membership, retailing and secondary spend were identified along with the potential for considerable cost savings through rationalisation of the staffing structure and crewing models. In addition to making recommendations with regards to operations, we also identified a number of options relating to investment opportunities. We identified low, medium and high investment opportunities with associated costs and potential return on investment. Lastly, we described three potential scenarios which include operational improvements and investment opportunities and the potential net revenue impacts of each, which ranged from £0.5m to over £2m.
