A long-term leisure management contract

We worked with the London Borough of Lewisham to procure a long-term leisure management contract to operate and maintain the Council’s existing and new leisure facilities as they are developed over the first two years of the contract. Within the contract, two new Leisure Centres were due to be opened following completion of separate D&B contracts procured by the Council and alongside a timetable of existing facility closures. The tender and contract documentation needed to be developed in order to allow for this level of flexibility whilst achieving maximum value for money for the Council. The process also required the Operator to fit out the new Centres.


Our team were the lead advisors on the leisure and financial aspects of the project and also provided a dedicated project manager on-site to develop the procurement documentation, ensure capacity building of the Council’s project team, liaise with other Officers and Members and act as the ‘project champion’, driving the project to completion.


This work included the development of a payment mechanism and output specification together with advice to the Council on the commercial terms and the transfer of the service to the Preferred Contractor. We prepared the key procurement documentation such as the Information Memorandum and Invitation to Tender documentation that was used in the restricted process and led the clarification and evaluation processes.


Our work in Lewisham has continued with an expanded role to support the client team on the handover / implementation of the new contract, on-going contract monitoring and assistance with the handover of the new Leisure Centres as they are completed.
